Bill Thomson graduated from the University of Wyoming College of Law and was admitted to the Wyoming Bar in 1968. Following graduation he served as the legislative assistant to Wyoming's U.S. Senator Clifford P. Hansen in Washington, D.C. for four years having major responsibility for legislative work in the areas of energy and natural resources and taxation. In 1973 he returned to Wyoming and established himself in the practice of law and also represented Senator Hansen as his Special Assistant in Wyoming.
In 1975, Bill Thomson was appointed as the U.S. Department of the Interior Field Solicitor for Wyoming, a position in which he represented all Interior Department agencies with focus on public land law representing the Bureau of Land Management. In 1977, Bill Thomson left federal service and associated with two partners in a law practice which became the firm of Dray, Thomson & Dyekman, P.C. The firm now includes seven practicing attorneys and has developed a diverse clientele. Bill Thomson is a member of the Bar of the State of Wyoming, the U.S. Supreme Court, the U.S. Tenth Circuit Court of Appeals and the U.S. District Court for the District of Wyoming.
While providing legal services to various clients, Bill Thomson has been involved in sensitive and highly visible projects requiring cooperation with public agencies at all levels and the public at large. Examples of such projects include the three year planning, negotiating and successful move of SafeCard Services, Inc., a New York Stock Exchange company employing almost 400 individuals from its old corporate headquarters in Fort Lauderdale, Florida to its new corporate headquarters in Cheyenne, Wyoming; the planning and permitting, construction and operation of Chevron Chemical Company's phosphate fertilizer facility in Rock Springs, Wyoming, which is now owned and operated by SF Phosphates, LLC.; and the permitting and construction for the Express Pipeline within the State of Wyoming. Bill Thomson's leadership in these areas resulted in his being chosen by the Wyoming Association of Realtors as its 1993 Business Person of the Year.
Bill Thomson has served as an advocate for numerous business entities before the Wyoming State Legislature for over twenty years. As a legislative advocate he has represented such clients as ChevronTexaco Corporation, Anheuser-Busch Companies, Pharmaceutical Research and Manufacturers of America, Kennedy Western University, AFLAC, General Motors, Burlington Northern Santa Fe Railway Company, Wyoming Consumer Finance Association, Wyoming Bankers Association, Wyoming Retail Merchants Association, , Wyoming Trucking Association and SF Phosphates LLC.
Bill Thomson has been actively involved in political and community affairs in Cheyenne and throughout the State of Wyoming. He was appointed by Governor Geringer to serve on the Wyoming Economic Development and Stabilization Board and is a former member of the Board of Directors of Cheyenne LEADS, the area economic development association. He has worked closely with elected officials of both political parties at the federal, state and local levels. Bill and his wife, Toni, served as General Co-Chairmen of the Wyoming Inaugural Committee which arranged the statewide events for the Inauguration of Governor Jim Geringer on January 2 through 7, 1995. He is a member of the U.S.S. Wyoming Committee which sponsored the State’s participation in the christening and commissioning of the new nuclear submarine, Wyoming. He served as General Counsel and as a member of the Executive Committee of the Wyoming Republican Party and is a former member of the Wyoming State Republican Central Committee and a former chairman of the Laramie County Republican Central Committee. He has chaired committees supporting the election of U.S. Senators Craig Thomas and Mike Enzi, Congresswoman Barbara Cubin, former Congressman Dick Cheney and former U.S. Senators Malcolm Wallop and Alan Simpson.
Bill Thomson recently completed two terms as President of the Wyoming Taxpayers Association. He is a Board Member and the only Wyoming member of the Defense Orientation Conference Association. He is a judge of the Sixteenth Annual “We the People… The Citizen and The Constitution” National Competition. He and his wife, Toni, served as the Chairpersons for the 1993 Symphony Ball in Cheyenne. Bill Thomson has served as an officer or director and has been actively involved in the American Legislative Exchange Council and the Western Legislative Conference of the Council of State Governments, the Cheyenne Symphony Association, the Cheyenne YMCA, the Greater Cheyenne Chamber of Commerce, the Cheyenne Soccer Association, the Wyoming Chapter of the Cystic Fibrosis Foundation, and the Boy Scouts of America. He served two terms as a member of the BLM District Advisory Board for the Rawlins District and was a member of the Wyoming Heritage Society Blueprint for Business Committee. He has served as an at-large Director of the Wyoming Congressional Award Council and as Wyoming Membership Chairman of the U.S. Supreme Court Historical Society. He also served as a member of the Wyoming Methamphetamine Initiative Working Committee
Bill Thomson and his wife, Toni, are the parents of four children and reside in Cheyenne, Wyoming.
